Five million Victims of Deliberately Man-made South Sudan Starvation

A report issued by the UN  warned that  more than half the population of South Sudan are facing food shortages.
The report, of the UN Office for the Coordination of Humanitarian Affairs (Ocha) states that a complex combination of factors has "raised fears that the South Sudanese are sliding into destitution". It said that the factors for this include:
•    clashes between north and south along the contested border regions
•    inter-communal violence in Jonglei state.
However we can cite more factors  like  the closure of the oil production as the main reason, besides the continued arrival of southern refugees who had been living in the north, in addition to the rainy season.
According to the report the World Food Programme, says food shortfalls have continued to worsen in the first four months of 2012. It says at least one million people will be food insecure this year while a further 3.7 million people are borderline
"It says fighting on the border between the two countries and the shutdown of oil production have had a devastating impact on the South's economy. It adds there are fears the situation  is worsening."
Usually such food shortages and famines are caused or attributed to natural factors like floods, draught,insects,birds,locusts…etc,  but here we have a situation where the main factor or the cause is solely human.
The government or actuall, the ruling party the SPLA, created this unprecedented situation deliberately  pushing five million of its nationals towards starvation and slow death.
The government  shut down without any consideration of  the risks or the  impact on the economy,the oil wells,  the only source of revenue to a country lacking even  limited  infrastructure.
Premeditated Crime
To make things worse  it, intentionally, started  war by occupying undisputed area in the republic of Sudan.This is also an act meant to aggravate the plight  of the millions adding  catastrophic burden  on the weary staggering economy  and the majority of the poor unemployed population.
This said ,why the international community represented in the UN and its Security Council and the humanitarian organizations kept silent about  this act knowing that it is deliberately man-made situation? Why it did not condemn South Sudan government for leading its population to a definite death trap?
Driving  five million of your people to die by starvation as sacrifice for your political ambitions   does not mount to genocide act or you have to kill them by guns and bullets to be described as criminal?. Why the so called Criminal Court of Justice kept silent about this case or death has a  different taste if caused by starvation or bullets?
The UN instead of investigating the unjustified reasons and motives behind this inhuman act of a government towards its own people or try to combat the reasons behind the sufferings of those people, is trying to cover up for the culprit t , as if the sufferings created by natural factors, by saying that it needs US Dollar 500 to finance its activities in South Sudan.
Due to the continuous dual standard policy of the UN the UN Security Council hastily issued recently decisions imposed on both countries instead of pointing finger directly to the aggressor who is behind attacking others and killing his own people. The international community made a lot of noise and mobilized the whole world against Sudan government of genocide even before hundred people were killed in Darfur due to the repel attacks. We have a situation now where a government is deliberately leading five million of its own people to certain death is not something to worry or shout about strong reason to prosecuted  for driving millions to face certain death,or should he prosecuted after their death?
