Last news said that the protocol on oil and financial arrangements will be signed when the two sides resume talks in on 26th of August.But this protocol will not be enforced without an agreement on security arrangements. So, all the numbers 9 - 11 dollar pb, and 3 billion (compensation) will be suspended till another notification.

We can just confirm that the two countries agreed on ensuring access for humanitarian assistance to South Kurdofan and Blue Nile, but the question remains here: if this humanitarian assistance makes the rebel movements more powerful, how then the two countries and SPLMN will be able to reach security arrangements agreement.

The only positive sign that we have to wait for, is (AL-Bashir – Salva Kiir) summit, scheduled in August. Dr. Nafie Ali Nafie, the Assistant of President Al-Bashir described the oil agreement as "rewarding" but that its implementation is contingent on concluding negotiations on security issues. He appeared optimistic when he said the deal will provide encouraging environment to weaken rebel movements.

The (Ministry of Foreign Affairs) spokesperson was more realistic when he announced that any agreement between Khartoum and Juba would be implemented only after the security dossier is settled, also it is a condition for normalization between the "two Sudans". For me, it is easy to believe that all positive developments related to oil dossier has started after the night visit that Salva Kiir paid to Bashir at his presidential wing in Sheraton Addis Ababa last month when they gathered there for AU 19th Summit. I was lucky because I witnessed this "night summit". I was doing translation for an interview with President Omar Al-Bashir performed by CCTV when someone whispered in my ear: "Salva Kiir is coming to visit Bashir"! I waited for ten minutes and Salva Kiir came out from the elevator, went to Bashir's room and stayed for fifty minutes. Before that nearly six ministers from both two sides stayed with them for ten minutes to havesome photos and to say good words. What had happened during the fifty minutes has been declared now; agreement on oil fees 10-11 dollar and compensation more than 3 billion dollar (it was a mistake when I said yesterday 3.5 billion dollar). Bashir and Salva agreed on oil fees and compensation payment, also, they agreed on serious negotiations on Security Arrangements but this side is still in the dark angle and the deteriorating situation is casting heavy shadows on the relation between the two countries. Some analyst said SPLM – South can not end their relation with SPLM – North, and Salva needs miracle to that.
This step for Salva is just like a coup; the leaders of Dinka Ngock are surrounding Salva Kiir and dealing with SPLM (North – South) relation as a red line. The situation for Khartoum will be just a matter of "tit for tat".
